    Abstract: 政府為達成非核家園目標,訂定了台灣未來能源配比—燃煤30%、燃氣50%、再生能源20%,也就說2025年再生能源總發電量必須達到515億度,其中太陽光電需有250億度、風力發電140億度、其他綠能125億度。因此太陽光電及風力發電為我國當前再生能源主要發展項目,政府也已經開始展開「太陽光電2年推動計畫」及「風力發電4年推動計畫」,期以短期達標、中期治本之策略來逐步達成2025年再生能源發電配比目標。
    電力為經濟發展之動脈,更牽動產業的發展,自 106年1月26日總統令公布實施新版電業法,除影響電業發展的走向,也重新翻轉我國電力市場運作方式。依據新版電業法規劃,第一階段以綠能先行為原則,增訂再生能源發電業及再生能源售電業;另為促進電力市場自由競爭及減少經營限制,明訂再生能源發電業與再生能源售電業為非公用事業,以排除民營公用事業監督條例之適用;更放寬再生能源售電之限制,再生能源發電業除可藉由公用售電業或再生能源售電業銷售電力外,亦可設置電源線連結電力網,透過電力網轉供電力予用戶,或自行設置電源線連結用戶直接供電予用戶。
    電業法施行後,未來再生能源電力市場將以直供、轉供及躉售制度為架構,其電業經營形態及經營績效,取決於再生能源發電設備相關設置成本及直供、代輸附加之相關衍生成本,政府預計在修法後1~2.5年後,就會開放再生能源發電業者可透過直供、代輸、售電業及躉售予台電等多元方式售電予用戶,用戶有購買綠電選擇權,而且費率將不設限。
    立法院於108年4月12日通過《再生能源發展條例》修正案,訂下2025年再生能源達27GW裝置容量的目標(太陽能20GW、離岸風力5.5GW、水力2.08GW及沼氣等)。這次修法允許再生能源業者在政府躉購與綠電自由市場自由選擇,不受限於20年的躉購合約。
    本論文在探討《電業法》修法後,因綠電市場的開放,對電力公司再生能源發電業務的影響,找出台電公司再生能源最適市場運作模式之策略管理。
    Pursuing nuclear-free homeland, the Government sets Taiwan’s energy mix as coal 30%, gas 50% and renewable 20% in 2025. In the meantime, the total renewable generation should be 51.5 TWh, including solar energy 25 TWh, wind 14 TWh and other renewables 12.5 TWh. Solar and wind energy become the key factors to development renewables. The government thus proposes the short-term 2-Year Solar energy Action Plan and mid-term 4-Year Wind Power Action Plan to realize its 2025 renewables targets gradually.
    Electricity improves the standard of living of the people in the country. This is very important for the economic advancement of a country and promotes industrial development. The Amendments to The Electricity Act were promulgated with a President’s executive order on January 26, 2017 and will no doubt result in significant changes to the power sector. Under the policy of “Energy Transition – Green Energy First” in phase one, the government promotes low-carbon energy transition while creating a friendly environment to make way for grid- connected green energy and remove the obligation of the utility to the renewable company and thus enable them to sell energy to customer directly.
    Under the Amendments to the Electricity Act, the renewables market framework will base on direct supply, wheeling and wholesale mechanism. Its business model and efficiency rely on its facility construction costs and relevant costs from direct supply and wheeling. After 1-2.5 year of the Act became effective, the renewable companies can sell their energy to Taipower by direct supply, wheeling, public utility and wholesale contracts and all customers can choose their green energy supply options.
    On April 12, 2019, the Legislative Yuan approved the Amendments to Renewable Energy Development Act. It aims to install renewables capacity 27GW in 2027 which includes solar power 20GW, offshore windpower 5.5 GW, hydro 2.08 GW and biogas, etc. Renewable companies can either sign PPA wholesale contract, no caped duration of 20 years, with government or trade in renewable market.
    This paper explores the impact to Taipower’s renewable business after green energy market deregulated under the Amendments to Electricity Act and develops the optimal operation and strategy model for it.
