    Abstract: 內部新聞自由為落實新聞媒體作為社會公器,免於僅為媒體資本家服務的重要機制,而欲實踐此一理念 ,「編輯室公約」實為具體可行之方法。自立報系經營權轉移時,正提供一思考內部新聞自由與推動編輯室 公約的絕佳時機。自立經驗與事後檢討,應可以給予學術界與實務界一個共同討論與檢證的機會。
    The inner freedom of the press is the very foundation for the press to clainits elf as safeguard from intruding the public interest. It is a mechanismfor the press to prevent itself from serving the wers only. This article argrusthat an editorial statute granting autonomy to the employees is possible.The Indepence Evening Post Incident, which triggered mass demonstrations amonythe journalists asking for editorial autonomy, is a milestone for and theiremployees in Taiwan. the consequences of the Incident is profound enough forthe industry and for the academic community as well.
