Mainland China is advocating the development of a Chinese version of ”ine Desktop” by using its accumulated technologies in ”open sources” to support nationwide information industries. This research helps explain why Mainland China chose to develop Chinese Line and dilated the current condition of Line development, especially, when globalization is bringing two kinds of impacts on Mainland China. One is the globalization and being Microsoft in the information field, and the other is localization and construction of identity. Several reasons for China to develop Chinese version of ”Line Desktop” are addressed below: (a) to break the monopoly of Microsoft and cultivate the information industry in Mainland China; (b) to avoid undue influence in war time and to protect national information security; (c) to control the sovereignty and content of information; (d) to abstain from its information sovereignty being deprived of the trend of globalization. Therefore, China strives to construct its native information environment. In the aspect of technology, development of “open source”will expedite the growth of information industry in Mainland China and successfully make Line desktop Chinese oriented. And in the sphere of ideas, China vigorously endeavors to build up an in-house operation system and dominate the control of information. Furthermore, China plans to use so-called ”information nationalism” to break the domination of information by the West.
