    Abstract: 中華民國地狹人稠,資源有限,必須藉「外向型」經濟做為維持國家生存發展的手段。為拓展對外貿易,海商航運就成為國家長治久安的基礎。此項弱點提供了中共一個機會,只要它能切斷台灣對外聯繫,即可窒息我國經濟並迫我屈服,封鎖的實踐使中共得以達此目的。本質上,封鎖並非「低成本、低風險與高勝算」的軍事手段。由於封鎖的實踐牽涉到國際法、海洋戰略與海軍作戰等諸多問題,在實踐上有所限制,故中共對台進行全面性封鎖的機會不大,「突擊控制」則是較可能施加我方的封鎖模式。「突擊控制」係使用水雷與潛艦在敵方港口建立阻柵,並將敵商船與軍艦栓制在港口或基地內,這是一種最經濟的封銷方式。藉由「突擊控制」,中共不僅不會抵觸其「一個中國」的主張,同時也達成了兵力節約與迫我決戰的雙重目的。
