    Abstract: 政治制度與政治穩定兩者的關係是相輔相成的,政治制度的運作成為政治是否穩定重要因素;而政治穩定亦是政治制度運作情形的重要指標。以東歐國家的政治民主化進程為例,波蘭採行了混合制的民主政治制度以後,反而比採行內閣制的匈牙利、斯洛代克與保加利亞增加了許多政治衝突,在混會制之下的波蘭,對於政治議題的討論與政策的達成都流於以政治角力作為解決的方式,破壞了波蘭原有的政治穩定;反觀實行內閣制的一些東歐國家,以法律途徑來解決政治歧見,確實比混合制的波蘭擁有更多的政治穩定。
