Abstract: | 論文摘要 本研究主要探討如何建立可行的企業風險管理機制,預期企業借由風險管理機制的建立而能夠有效評估與管理所面對的經營風險,本文同時參考長榮集團的風險管理實務經驗,以「風險管理P機制」及「風險管理R機制」具體描述企業合理的風險管理流程。 「風險管理P機制」主要是針對新的計畫案(Project)或新的業務風險活動,其內容涵蓋財務面的「CRP風險的管理」與非財務面的「營運風險的管理」。CRP風險的管理包括對成本(Cost)、營業額(Revenue)和利潤(Profit)做較精確的預期評估與控制;營運風險的管理則是對營運環境可能存在的外在與內在風險做評估與控制,例如政治風險、法律風險、污染風險及火災爆炸等安全方面的風險等。 「風險管理R機制」乃針對企業平常(Regular或Routine)管理環境所存在的風險,在尚未釀成災害之前即將缺失予以有效消除或糾正。因此,風險管理R機制是在事前積極消除任何不安全環境與不安全行為。 風險管理機制因同時涉及風險轉嫁與危機管理,本研究亦探討企業習慣以傳統保險處理風險移轉問題,基於效率與成本之考量,企業宜思考其他可行的替代方案。而危機處理因其繁瑣與急迫,不易建立風險管理流程,本研究建議加強危機管理技巧之培養與訓練,將可提昇企業危機管理能力。 Abstract Management tools fall into two categories: aggressive and defensive management tools. The former helps users attain goals in revenue or profit growing, while the latter ensures sustainability The aggressive management tools have driven lots of successful cases. However, there have been numerous failure cases because of unexpected occurrence of accident or incident. Risk management is a typical Defensive Management tool and is applicable to all organization in all industries. Indeed it is an indispensable tool or process to achieve all our goals. Risk Management should be implemented rather than merely perceived In order to implement risk management, there must be a systematic method―hereinafter called a risk management scheme. Such scheme should be feasible and user friendly. A practical risk management scheme must be capable of facilitating ultimately self-management by the organization instead of being conducted by outsiders, e.g., consultants, insurers, etc. To some extent and certainly would be there some occasions when a consultant expert may be needed. This is similar to human‘s health, achievable but not rely solely upon doctor‘s treatment. A consultant’s role is to teach how to catch fish rather than to render fish. This study attempts to work out two feasible risk management schemes P & R for being friendly utilized in Taiwan or even in the Great China region. |
