    Abstract: 本文旨在介紹「議題設定」這個傳播理論中的主要概念、研究方法以及設計趨勢,相關重點如下:(1)就傳播效果而言:從過去研究的觀點看來,「議題設定」理論又回到「強有力」的媒介效果假定;(2)「議題設定」研究傾向於「認知」層面,關注的是媒介在閱聽人關心論題的認知發展中扮演的角色;(3)從選舉活動的論題轉到非選舉的論題:近來的相關研究漸漸擴及經濟、環境、越戰、醫學等非選舉論題;(4)有關限制議題設定的條件:例如訊息需求量的高低、人際討論、需求取向、興趣高低等因素都會影響「議題設定」效果。綜言之,「議題設定」效果不限於態度和行為的改變,而是「設定」人們對環境的認知和注意力。
