    摘要: 過去台灣地區由於經濟的快速發展,引發各部門對土地資源需求日殷,導致土地使用競爭日愈劇烈。從社會整體及長期發展的觀 點,為了使土地資源配置能達到最適效率,亟需藉由國土規劃(即政府介入的一種方式)的整合來平衡各部門對土地的需求。純粹由市場價格機能來決定土地資源配置,往往造成資源扭曲 ,無法達到最適效率,主要是因市場價格機能不能充分反映土地利用之真實成本,即所謂“市場失靈”(market failure
