Title:	日本核武政策 Japan’s nuclear weapons policy

Abstract:	由於自身核能經驗的過去，日本在全球反核擴散體制中佔有特別的地位。日本是過去七十餘年來，全球唯一持有核武且也成為核攻擊目標的國家。鑑於此一事實，許多人認為日本的核武政策會是永遠強烈反對核擴散的。但若詳細觀察，有明顯的多重因素嚴重影響日本在核武方面的決策。新古典現實主義針對分析這些因素，提供了複雜的分析框架。外部和國內因素皆被考慮在內。這項研究分析日本核武決策的背景，顯示日本對於核武擴散的態度比起其因自身歷史經驗而受到期待的態度，更不直接。日本支持反擴散制度的動機並非被假定，且動機隨著區域安全環境和國內的政權更替以及民意改變而發展。 Japan’s position in the international nuclear non-proliferation system has always been very specific due to its own nuclear past. Japan has been the only state in more than seventy years of existence of nuclear weapons which was a target of the nuclear attack. Because of this fact, many thought that Japan’s nuclear weapons policy will always be strongly in favor of non-proliferation. After a closer look, it becomes obvious that there are multiple factors which have a serious impact on Japan’s nuclear weapons policy making. Neoclassical realism offers a complex analytical framework to analyze these factors. The external, as well as domestic factors, are taken into consideration. This work analyzes the background of Japan’s nuclear weapons policy making and reveals that Japan’s attitude towards nuclear weapons proliferation is much less straightforward than it would be expected from Japan’s historical experience. Japan’s motivation for support of the non-proliferation regime is not given and it develops in accordance with the security environment in the region as well as with domestic political changes and changes in public opinion.
