    Title: 媒體報導對防疫管制的影響:以H1N1為例

    Abstract: 我國在 2009 年為防制 H1N1 疫情蔓延,推動大規模疫苗接種;劉小弟接種疫苗後死亡事件,爆發媒體對疫苗安全強力質疑,政府嚴詞抨擊特定媒體報導嚴重阻礙政府推動疫苗接種,終將危害國人健康。本文利用健保資料,建構媒體報導前後幼兒第 2 劑疫苗接種之趨勢變化,衡量媒體報導對防疫政策的干預效果,並延伸運用差異中差異法模型,以農、公保族群為實驗、控制組,進而檢視媒體報導擴散效果。結果發現,媒體報導降低幼兒疫苗如期接種率約為 22%,保守估計降幅仍有 12%;DD 估計則說明媒體報導具擴散效果,而住院重症率在政府積極防疫下,反而獲得妥善控制。
    To mitigate the severity of H1N1 influenza pandemic, government promoted H1N1 vaccination in 2009. However, the “Liu Xiaodi” case triggered media criticism on the safety of vaccine. Government vehemently counterattacked that media coverage seriously endangered public health due to impede the strategy of H1N1 vaccinating. In this paper, we employed NHIR dataset to establish the second dose vaccination rate of H1N1 influenza, and use it to measure media effect on epidemic prevention policy. The "difference in difference" method was also adopted to investigate spillover effect from media coverage via the structure of civil servant insurance and agricultural insurance. Our results indicate that vaccination rate as scheduled was reduced 22%, and conservation estimate was reduced 12%. DD estimation result indicates a significant pure media effect, and spillover effect of media coverage has also been verified. Additionally, inpatients rate was significant reduce, which shown that the H1N1 influence have been well control due to government positive anti-infection work.
