Title: Confucius Institutes and the University: Distinguishing the Political Mission from the Cultural
    Authors: Hughes, Christopher R.
    Keywords: Confucius Institute;Hanban;CCP;political mission;cultural mission

Abstract: The rapid spread of Confucius Institutes (CI) around the world has received growing attention from both critics and admirers. The former question whether it is right for organizations funded and governed by the Chinese state to operate on campuses in liberal-democratic societies; the latter claim that the CIs contribute to the general good by facilitating the teaching of the Chinese language and enhancing academic exchange. This paper will scrutinize the role of the Confucius Institute by debating over the missions of the university and the institute itself. A careful look at the organizational links between the institutes and the CCP will be provided. This paper argues that the clash of missions may be seen as risks by academic staff and students in host institutions; they are merely the consequences of the Cls fulfilling the mission with which they have been entrusted.
