    題名: 電信與有線電視業者之套裝服務策略- 市場競爭與管制研究

    摘要: 於數位匯流趨勢以及網路傳輸技術提升後,過去傳播及電信市場不再逕渭分明,電信業者與有線電視業者可透過網路提供用戶影音、寬頻網路以及通訊之整合式服務,造就套裝服務風潮。以業者策略面而言,套裝服務可為業者帶來營收及市場規模提升之正面效益,卻也帶來市場不公平競爭之情形。

    本研究從電信業者與有線電視業者角度出發,透過文獻分析以及深度訪談法,探究其推動套裝服務現況、方案內容、價格以及策略應用,歸納出套裝服務趨勢對整體市場競爭環境帶來之影響。此外,另藉由比較法探究歐盟與英國相關競爭管制措施,為台灣套裝服務市場管制提供借鏡。

    研究結果發現,台灣套裝服務與外國相比多元性明顯不足,從市場管制層面而言,進展延滯歸因於現行固網市場管制措施不彰。為了制衡固網市場主導業者中華電信之市場優勢,在固網批發及零售市場皆施以不對稱管制,過度限縮市場主導業者推展套裝服務之能力。基於上述發現,本研究建議為促進套裝服務市場發展,主管機關之管制應與時俱進,可參考下述建議進行調整:電信市場之不對稱管制應「解除零售價格管制」、「落實批發市場管制」、「訂定不對稱管制退場時機」。另針對影音內容服務市場方面,可參考英國主管機關實施之「必須提供」原則,各業者得以公平合理條件取得影音內容。藉由確保市場競爭業者得以用公平條件取得套裝服務之組成要素,將能有效將套裝服務市場導向有效競爭,消費者得以享受服務更多元、更優惠以及更便利的套裝服務,台灣套裝市場也得以蓬勃發展,共創市場與消費者雙贏局面。
