The appropriateness of evaluation professional competence and personalities of education evaluators are the main points to reduce the resistance and enhance effectiveness of evaluation. The purposes of this study were to construct the model of creative personalities of evaluators and discuss their structural relationship. We developed the first draft by analyzing and inducing literature about creativity and personality. There were 520 participants who were the faculties from universities, principals from middle and primary schools. Quantitative methods such as item analysis, exploratory factor analysis and confirmatory factor analysis were used to confirm the model. The result showed that the creative personalities of evaluators could be consisted by 40 items which were divided into five dimensions: respect and introspect, logic and consideration, learning and adventure, creativity and flexibility, open and awareness. The reliability and validity of the model were comparatively good. We also use MANOVA to test the opinions from different background groups. The middle and primary school principals had higher expectations in the dimensions of “creativity and flexibility” and “learning and adventure”, the subjects who has served as committees thought the “creativity and flexibility” less important. We hope can reduce the barrier we usually encounter and increase mutual understanding on evaluation, as well as ultimately provide the creative personalities structure for some institutes of education and further educational evaluation studies.
