    Abstract: 環境議題已然成為當前最困難的集體行動之一。依循歷史脈絡發展可觀察出,各國若尋求共同合作,則須從內政及外交的雙重協調中尋求出口突破。中國環境議題的發展同樣受到來自於外部及內部因素之交錯影響。既受到來自於外的國際社會行為者關注、亦受到來自於內的輿論影響。中國環境議題的特殊性也深受國內經濟發展及貧富懸殊差異影響。本文將研究對象設定在中國,將其與全球氣候變遷之關係區分為:「因應歷程」、「與聯合國間關係」及「與綠色和平組織間關係」等分項探討。因此,納入中國的個案研究將有助成為未來研究全球氣候變遷議題的重要參考指標。
    Environmental protection has already become one of the most difficult collective actions. Following the historic text, we can observe that once nations seek to cooperate mutually, they must go through a series of negotiation with domestic and foreign actors. The development of environmental issues in China is also affected by interactions between national as well as domestic factors. It causes not only international attention but also domestic pressure from public opinions and interest groups. Moreover, China’s environmental issues is especially influenced by its domestic economic development. This study focuses on the process of China’s reaction to climate change, and its relationships with U.N. and Greenpeace. The case of China may serve as an important reference in future environmental issue researches.
