    Abstract: 自毛澤東時代,中國的「宣傳體系」(propaganda)已成為宣揚政府當局黨國教條及大規模政治或社會動員的主要媒介。然近幾年來,當中國大陸持續對外開放與深化經濟改革的同時,其社會歷經了前所未有的內外在衝擊。伴隨傳媒部門的全球化、商業化、與集團化,舊有的宣傳體系已不若以往具有完全的政治宣傳成效,但它仍企圖在網路時代下持續扮演導引及形塑公眾輿論的權威角色。因此,網路時代下的中國新宣傳體系發展出「網路評論員」的機制,寄望仍能不斷地監控和引導網路線上空間的討論,積極營造一個有利於黨國思想統治的網路輿論環境,強化北京政府對虛擬世界的網路治理。準此,本文將論述「網路評論員」在中國網路世界的崛起,論證「網路評論員」的設置與運用漸次成為當前中國政府在網路時代,強化其有效治理的一個新形態、且至關重要的統治補充機制,俾以持續進行宣傳教育、鞏固黨國政體和進行(政治)思想工作。本文以發生於2008 年貴州「甕安事件」做為研究案例,藉以在實證層次上探究中國宣傳體系在網路時代下的運作與調適,並提出網路評論員的政治意涵。固然其宣傳與治理成效難以在(中)短期內有所定論,但黨國政府意圖重新取得媒體與資訊環境的主導地位卻是無庸置疑,更值得學術關注、研究。
    Propaganda has been the primary vehicle for indoctrination and mass mobilization of Chinese citizens since the Mao era. In the past few years, however, China has experienced an unprecedented boom and liberalization of the media sector since the reform policies and opening to the outside. While the propaganda regime continues in attempting to play the role of guiding and shaping public opinion, the conventional propaganda apparatus is not as effective as it used to be. This has given rise to a renewed governing mechanism that employs Internet commentators to direct cyber discussions and create favorable online opinions about the Party-State. Accordingly, this paper addresses the rising Internet commentator’s phenomenon and argues that the setup and increased utilization of Internet commentators has provided the Chinese government in Beijing an updated governing tool to disseminate and solidify Party ideology in the Information Age. A case study of the Weng’an incident is investigated to illustrate China’s propaganda regime in the Information Age.
