    Abstract: 本研究針對科技專案計畫2004至2014年執行效率的審視,主要針對科專計劃產業分類和執行單位分類進行各組間的生產效率錯置的比較。另外,本篇將專利價值指標當作生產產出,結合專利的三項指標:引證數、被引證數以及範圍數,主要是透過因素分析方法計算三者在美國全國經濟研究所(NBER)分類中的各產業比例。研究結果顯示在2005年至2007年期間,依產業分類下,機電運輸與生醫材化的執行效率達到高峰,之後則逐年下降,但電資通光則相對兩產業來的穩定。除此之外,依執行單位別分類,工研院在研究的11年間相較中科院和其他執行單位波動較大。較特別的是,我們發現當使用專利價值指標當作產出時,其效率值明顯較低,特別是在機電運輸、生醫材化、中科院以及其他執行單位的分類中。
    This paper assesses the executive efficiency of Technology Development Programs (TDPs) from 2004 to 2014, mainly focusing on the resource misallocation of TDPs among three industries and executive institutes. In addition, the patent value index combing three indicators of patent, which are forward citation, backward citation and claims, is utilized as the research and development (R&D) output of the TDPs and the weights of the three indicators in all industries, based on the categorization of The National Bureau of Economic Research (NBER), are calculated by the method of factor analysis. The result indicates that from 2005 to 2007, the efficiencies of machinery and transportation (MT) & biotechnology, pharmaceutical, material, chemical (BPMC) reached to the peak and then has declined year by year; however, the industry of electronics, information, communication, optoelectronics (EICO) is comparably more stable than the other two industries. Additionally, in terms of the executive institutes, Industrial Technology Research Institute (ITRI) has fluctuated sharply over the 11 years, which is more unstable than the other two groups, National Chung-Shan Institute of Science & Technology (CSIST) and the other institutes. In particular, the result shows that the efficiency is higher while using the patent granted number as the output instead of the patent value index and this phenomenon is especially obvious in MT, BPMC, CSIST and the other institutes.
