    Abstract: 國際NGO在中國的活動及影響已經逐漸受到學界的重視,但相關研究很少注意到國際NGO彼此之間的組織連結現象,而對於性質相近的國際組織在中國的行動則幾乎完全缺乏討論。然而,根據組織網絡的觀點,組織能夠藉由互動連結的建立提昇其適應環境與行動的能力,而觀察組織網絡的結構型態也有助於理解組織與環境的互動過程,以及組織之間的互動秩序。換言之,對於國際行動者互動網絡的分析,有助於提昇吾人對這些新興行動者的理解。更重要的是,組織網絡的發展是「組織集體行動」的重要條件;而國際行動者的連結不僅將使其得以將分散的組織資源整合為聚合的力量,也有可能對中國本土NGO的組織連結產生積極的影響。\\r 本文以中國愛滋防治領域中的國際NGO與國際組織為例,藉由來自問卷調查與深入訪談的一手資料,分析由這些國際行動者參與的互動網絡之基本型態、發展動力與影響面向。同時,本文也將討論組織集體行動的經驗案例。藉此,本文希望為此一研究領域提供不同的分析視野,並提升吾人對相關現象之理解。
    Recently, scholars have paid more attentions to International NGO’s activities in China. However, discussion about interaction between INGOs is rare, and less notices how International Organizations, as similar as INGOS, work in China. In organizational network theory, network can improve organization’s ability of adaption and action. It is also useful to understand the interaction between organizations and environment and the order of interaction of these actors. That’s, it can improve our understanding about these international actors. The more important effect is “organizational collective actions” based on network. In this way, international actors can put their strength together, and it also increase the network building of NGOs in China. This research focuses on international actors involved in HIV/AIDS prevention in China. Data from survey and interview used to analysis the structure, dynamic and effect of organization network. This paper also discusses empirical case of organizational collective actions in china. This paper hopes to bring different perspective to the field and improves our understanding about international actors in China.
