    Abstract: 關於21世紀的東亞區域秩序,一般認為主要是受到華盛頓與北京之間的戰略競爭所影響,尤其是中國的崛起正威脅與挑戰美國在此區域的霸權地位。然而,美國與中國戰略競爭背後的驅動力量究竟為何?國際體系裡是否存在著「自然」的力量驅策著這兩個國家走向戰略競爭?有論者或從「安全困境」,或從「權力平衡」,或從「權力轉移」的理論角度來解釋美中戰略競爭。但是我們鮮少見到學者將此一議題置放在這三個理論裡一起討論。基本上,本文認為美中之間的戰略競爭正是源自於「安全困境」、「權力平衡」、與「權力轉移」這三股力量的驅使。然而,當我們細究這三者的時候,本文所欲說明的是:與安全困境和權力平衡相較,權力之間的轉移才是真正重塑美中兩國走向戰略競爭的主要力量。附帶地,就在延續這個觀點的同時,一個有趣的問題是:如果這三個理論都是對的,何以華盛頓與北京之間的軍事衝突目前並未發生?作者認為阻止或延遲美國與中國之間的戰爭爆發主要是受兩股力量的影響:一是華盛頓對中國採行相當程度的「交往政策」;另一則是北京對美國與全世界宣稱其「和平崛起」。而此一理論與實際的「落差」適足以給「國際體系」與「國家行為」一個進行對話的機會;也讓國際關係研究在「分析層次」的問題上擁有一些再思考的空間。
    The 21st century East Asia witnessing the strategic competition between Washington and Beijing, particularly the rise of China poses a threat to the U.S. preponderance in the region. What is the driving force behind the U.S.-China competition? In this study, I argue that struggling for the strategic advantage between these two powers originates from a multiple context of security dilemma, balance of power, and power transition. While examining the relationships among these three IR theories, I portray a picture that the primary driving force transforming the U.S.-China relations referred within the debates between these three IR theories. However, I argue that there are two forces avoiding or delaying the breakup of a U.S.-China war: Washington’s implementation of engagement policy towards China and Beijing’s demonstration of its peaceful rise to the U.S. create a stable environment for these two countries to settle their potential conflict. This article sheds some light on the issues of international structure versus state behavior and level of analysis in the international relations study.
