    摘要: 中共在近年所推動的行政改革中，「大部制」是甚具代表性的制度。在諸多試點方案中，以廣東省順德區最為先進，本文以此做為主要的分析個案。在該區的改革過程中，出現兩個有趣的現象。其一，是黨政合一的「新集權主義」；其二，是由於地方和省級的改革進程不一，而迫使改革者必須創新「府際管理」的機制。最後，我們將討論中共在順德推動「大部制」的意涵與侷限。
    In recent years, all the administrative reforms pushed in China by Chinese Communist Party (CCP), “Super-Ministry System” is the typical one. In this process of reform, the advanced program was performed in Shunde where is our object to analyze. We focus on two interesting phenomenons in this division. Firstly, Shunde integrated the party and governmental bureaus and led it to a consequence－“new centralism”. Secondly, due to the diverse progress between local and provincial levels, it forced the reformer to create the new mechanism of the “intergovernmental management” to solve the dilemma. Finally, focus on the “Super-Ministry System” implemented in Shunde, we will discuss the implications and limitations.
