    Abstract: 本文藉由近年來新區域主義的論述內容,說明目前中國長江三角洲的區域治理模式與內容,並且提供一個比較性的結論來強調中國區域治理的特徵。在本文中解釋現今長江三角洲目前進行中的治理模式有:(1)區域規劃、(2)行政區劃的調整、(3)都市圈規劃、(4)上海經濟規劃辦公室、(5)長江三角洲城市協作部門主任聯席會議、(6)蘇浙滬經濟合作與發展座談會、(7)長江三角洲城市經濟協調會、(8)太湖流域管理局和(9)部門協商與協議等九個不同的策略,重要的是,在這些模式的分析中發現,藉由「政府」扮演區域治理過程中的重要角色,是中國區域治理模式最具有代表性的特徵,同時大部分模式所關注的焦點都只是著重在政府之間的合作與協調關係,而非涉及公私部門的合作與水平的政策網絡結構。在這個缺乏治理的條件下,來自於不同國家政府層級的表現,則是目前中國區域治理的重要特徵。因此,在文章中被定義成為「沒有治理的政府」模式。
    This paper tried to explore to the regional governance in the City-Region of Yangtze Delta after economic reform through the discourse from the New Regionalism, and by comparison, emphasis on the key feature in the City-Region of Yangtze Delta. Nine modes of regional governance, now emerging in the City-Region of Yangtze Delta, was introduced, such as: (1) regional planning; (2) the adjustment of administration; (3) the planning of metropolitan coordinating region; (4) the executive bureau of Shanghai economic development planning; (5) the Yangtze Delta conference of department cooperation; (6) the coordination conference of between Jiangshu, Zhejiang, and Shanghai; (7) the Yangtze Delta regional association of governments; (8) the bureau of Lake Taihu; and (9) public service agreement or contract. Importantly, through analysis of those modes of regional governance, this paper found the government play a dominating role of dealing with the agenda of regional governance in Yangtze Delta, and most all, related to the intergovernmental relationship, rather than involvement of regional issue, is only one of focus on regional governance. This paper concludes that due to the lack of private organization and individual participation, and horizontal integration between governments, the performance of multi-level government in China is highlighted, and this distinguishing feature of governance mode was regarded as “government without governance.”
