    Abstract: 全球化競爭、高績效目標,以及日益緊縮的資源限制等諸種因素,使得各類組織均程度不等的面臨許多生存壓力。於此情形下,多數組織為因應各種環境壓力,一方面必須不斷地創新與進行組織變革以求生機,一方面也必須不斷地進行各種成本減縮,其中,尤其是人事成本的減縮更是最明顯的現象之一。而此,遂使得組織與員工,原本奠基在以工作安全與永業制為基礎的彼此互信關係,逐步動搖,造成員工對組織與各級管理者的組織信任程度逐漸下降。但是,組織信任又是各種組織得以獲致績效目標與進步最重要的關鍵要素。在雇用關係變動不居,難以確保可以長久的情形下,組織仍企求員工維持一定程度的組織信任感,是否有可能只是一個遙不可及的虛幻?亦或是的確有可能實存?\\r 本文透過文獻檢閱,對組織信任概念內涵逐步釐清,並對影響組織信任形成之重要因素加以整理歸納與分析,指出組織信任基於:1. 組織信任特質之人員美德與動態性,使其具有開展的可能性。2. 組織信任透過制度面的刻意安排,得以存在地較為長久。3. 組織信任之高度管理者屬人性,使其成為可載舟亦可覆舟地機會因子等三項理由,的確是有可能具體的實存於組織與成員之彼此關係中。
    Some attribute the trend of declining trust within organizations to the stream of downsizing, restructuring, re-engineering , and contracting policies that have severely threatened employees’ job security. Under the quick fix and uncertain employee relationship, some literatures argue that organizational trust has not existed anymore, it has become an illusion in modern organizations incrementally. This paper uses literature review method to clarify conceptual contents of organizational trust, and to sum up some important factors that help to form and promote employees’ organizational trust. Based on three findings that articulated from relevant literatures, this paper argues that organizational trust is not an illusion but a reality in modern organizations.
