    Abstract: 為處理日趨複雜的政策議題,公私部門的協力活動隨之增加,逐漸成為重要政策執行工具。協力活動主要特質即是產生綜效,亦即兩造若能同心協力,共同打拼的結果,將遠比孤軍奮鬥更佳。然而,亦有文獻認為,由於利害關係人彼此權力不對稱以及視野的不同,甚難形成共識。學者之間似乎對於協力行動存有不同看法。是以,本文嘗試以雲林縣蔬菜產銷班為例,研究產銷班與農政單位之間相互協力的程度是否與班組織績效具有相關性。探討內容主要包括:(1)建構協力運作模型;(2)以協力運作模型闡釋農政單位與產銷班的互動關係;(3)進一步運用多元迴歸分析方法,針對組織協力各項成分以及組織績效之間的相關性進行分析。研究發現具有顯著影響者,包括:「承諾」、「信任」、「公平」、「能力」、「夥伴關係」以及「組織運作方式」;(4)依據研究發現,提出政策建議以及未來研究方向。
    The growth of collaborations between public and private sector has been in response to the increasing complexity of policy issue. Collaboration has gradually become an important instrument for policy implementation. The main feature of collaboration is that it can create synergy. In this case, organizations will tackele a problem with greater ease than if they are acting independently. Nevertheless, owing to an unequal balance of power and different frame, it is argued that collaborations are often unable to effectively forge a consensus among stakeholders. It seems that there is little agreement amongst scholars about collaboration. Therefore, this paper tries to study the collaborative relationships between vegetable production and marketing groups and the agricultural agencies of central government. The main content includes: first of all, by drawing insights from several authors, we construct the model for collaborative operation. Secondly, using the operative model’s components, we observe the interactive relationship between vegetable production and marketing team and the agricultural agencies of central government. Thirdly, applying the analysis of multiple regressions, we measure the relationships between the operative model’s components and the organizational performance. It finds that several factors, such as commitment, fairness, ability, trust partnership and the operation method of the team, have great impact on organization’s performance. Finally, we make some policy suggestions based on the findings.
