    Title: 從「台灣期貨市場的建立過程」看國家角色的特殊性格

    Abstract: 　　古典社會學家與政治經濟學家們對於資本主義的討論，多把焦點置於資本積累上，而少有討論到「市場整合」此一面向者；現代自由市場的建立絕不是如古典政治經濟學家所說的，是市場自行擴張的結果，相反地，現代自由市場是由國家的干涉而興起。本論文從台灣期貨市場建立的具體歷史過程，以「市場整合」此一面向來彰顯80年代後台灣之社會情勢、經濟情勢與國家角色的轉變。台灣期貨市場的建立過程是一從國家控制下分離出來的歷史過程；此一過程的產生背景，是在80年代後台灣因出口導向經濟策略的高度成功，從而面臨國內外新的政經情勢之壓力，而地下期貨交易所引發的社會問題亦在此一情境下出現，面對此一間題，國民黨政府企圖以更嚴格的罰則來取締地下期貨公司，因此制定了「國外期貨交易法」，但也因之埋下了期貨市場從國家控制下加以分離出來的種子，到了「期貨交易法」的立法通過，國家被迫在來自期貨業者及在野黨立委的聯合行動下讓步，一個自由的、相對獨立的台灣期貨市場也因之建立起來了。
    　　The emergence of the modem market was not `natural` or the consequence of the self-expand of the market, as the classical economists declared. The modem market was established by the interference of the state. The dissertation is on the change of the social situation, the economic situation and the role of the state of Taiwan from the years of 1980`s by the aspect of "market integration". The process of the establishment of the Taiwan`s future market is the process of the separation of the state under the control of the later. In 1980`s, Taiwan was confronted by the pressure of the domestic and the foreign political and economic conditions attributed to the high success of Taiwan`s economic strategy of export orientation set up in the middle of 1960`s. Meanwhile the social problems by the underground fUture trades emerged islandwide under such circumstances. To clamp down on the underground future investment company, the KMT government draw up "The act of the foreign future trade", which adopts more severe punishment than before. Although the act enhanced the state`s power of the control of the future trades, actually it`s the seed of establishment of Taiwan`s modem fUture market. Later the state was forced to give way to the requests of the union of the future brokers and the opposite legislators in the legislation process of "The act of the future trade", and the Taiwan`s moderm future market is established by the act.
