    Title: 在不確定性情況下具有可靠度考量之全球運籌管理模式之探討

    Abstract:   在全球化的推波助瀾之下,運籌管理中各功能面早已跨越國界的藩籬,企業的合作夥伴因為不再受地理位置侷限,所以多半散佈於全球各地,全球運籌管理的形成使得對供應商、工廠、倉庫、運輸管道的選擇更顯重要。我國廠商過去以優良的製造品質以及較低的代工成本,受國際大廠青睞接獲許多代工訂單,然而隨著代工利潤逐漸降低,加強全球運籌管理能力已是我國企業下一步努力的目標,藉由加強本身的運籌管理能力,提昇在國際市場上的競爭力。
      在過去的全球運籌管理數量模式相關研究上,最大的缺點是未將不確定因素加以考量,且模式的目標多為單純追求總成本的最小化,這類模式所得的計算結果將只是一個理論值,且無法應付多變的全球市場。Vidal and Goetschalckx(2000)曾經探討不確定因素對全球運籌系統的影響,針對匯率波動、需求變化、供應商可靠度、前置時間等四項因素的改變與最小總成本的影響進行分析。本研究延伸其賦予每個供應商一個可靠度的做法,在數量模式的發展上,對貨物自原物料採購至成品完成間的物流過程中,所可能經過的供應商、工廠、倉庫、運輸管道均加入可靠度的考量;並且針對特定成本之下求最大可靠度,以及特定可靠度之上求最小總成本兩種操作情境,對假設之範例資料進行計算與分析。
      本研究對範例資料進行計算與分析,發現在全球運籌管理的成本及可靠度皆有一臨界值。在臨界值之下,企業增加成本所獲得可靠度提升的效益較高;相反的,超過該臨界值,企業增加相同成本卻對可靠度的提升無太大幫助,且臨界值前後的差距相當懸殊。利用本研究提供之方法論,決策者可以在進行全球佈局規劃時,找出影響全球運籌管理的關鍵因子,並加以改善。
