    Abstract: 現代人事行政之目的,在於實現功績制度。一方面選拔才能之士至政府工作,另一方面保障優秀有能之公務人員久於其位。為實現此要求,須賴各種人事措施:如考試、任用、職位分類、薪給、考績、升遷、保障、懲戒、訓練、退休、撫卹、養老等之確立與推行,其中升遷制度之確立與推行,為最有效的途徑之一。
