    Abstract: 人事制度,為行政之基礎;人事問題,乃行政之核心,公務員制度與一國之政治及行政,具有密切不可分之關係,公務員制度營運之成敗,足以左右一國政治與行政之良窳。無論行政組織如何健全精緻,預算制度如何確實巧妙,法律體系如何週密合理,如果缺乏公務員制度營運之合理性,則所有措施,均將盡付東流,故整體行政之成果,委實與公務員制度之成敗息息相關。民主式公務員制度,絕非僅靠人事行政合理化之技術上動機,所能實現,觀諸民主國家之史例,即可瞭然,由此亦可了解,公務員制度常與民主政治之發展,同時成長,而共其命運。
