Title:	陽明山管理局組織與地位之研究

Abstract:	政府組織本無定型，亦非一成不變，惟以達成組織目的為有效，中央政制如此，地方制度又何獨不然。由是以見組織之有效與否，端視其組織目標之能否有效達成以為斷。有效的政府組織，常能順利完成其政府目的。組織之不能或無法有效達成其目的者，此時組織之適應性與手段性作用，必已產生停滯或障礙的反效用。換言之，此既存之組織，已不合於人民與時代的要求，倘不及時作適度的調整或謀求適當的診治與解決，則必引起磨擦、衝突、浪費與無效率。最後，終必導致組織本身崩潰，損及於人民權益與社會利益。
