Abstract:	自從十八世紀工業革命以後，由於生產結構起了根本上的變化，原以農業生產為主的社會在工業生產的巨大力量衝激下，業已逐漸改變原有的社會經濟型態，而原有的農村耕作勞力為應工業之迅速發展要求，遂大量流向工廠充當勞工，又由於工業產品之供需量及交易量的大量增加隨即大型都市逐漸形成而繁榮。相反的，農村地區由於其耕作勞力外流以及農業產品缺乏競爭能力。已無法與工業地區及其工業產品相抗衡而漸呈衰弱現象。值此情況，農民為保護自身的經濟利益，求得政治上的平等地位，其自願性組織農會更形重要。
