    Abstract: 自第二次世界大戰結束以來，無論是已開發的先進國家，抑或是正在開發中的國家，甚或甫經獨立的新興國家，無不以競相發展國民經濟為努力的目標。政府在加速發展經濟過程中，主要施政計劃，即在如何適當配合經濟發展的需要，及有利於經濟發展為前提。在將近四分之一世紀的時間，各國政府既都以經濟發展為施政的重心，為行政活動的主要內容。其配合經濟發展，雖然是從多方面著手，諸如國家的教育政策，加速各種人才的培養，以配合經濟發展的對於人力資源的需要及有效的運用。社會政策推行各種專業訓練，輔導國民充分就業，以免人力資源的浪費。唯財政方面，對經濟發展影響最大而最直接者，厥為政府的賦稅政策。近年來我國為加速經濟發展，無論獎勵儲蓄、獎勵投資、獎勵生產、獎勵外銷等等，皆係直接運用賦稅政策為手段，以促進經濟快束發展為目的之具體措施。爰欲期此諸措施確能為功，則又皆有賴於稅務行政組織功能的充分發揮，因此，稅務行政在整個行政活動中所擔任的角色已日形重要，是即觸發筆者撰寫本論文動機。
