    Abstract: 我國疆域遼闊，地理環境之差異性極強，風土人情，亦各地異趣。就地勢而言，邊境各地，實乃一高原地帶。東北起興安嶺，經蒙古、新疆、青海而止於康藏，類皆乾燥而冬冷之高地，漢族少而蒙、藏、西番、突厥等諸族居之，人之生活則以畜牧為主。試檢史籍，此等高原本身，常成歷史變遷之動源。高原上民族，由高原向四方發展，扮演我國歷史上異族入侵之角色，卻促成我中華民族數度之大融合。古之鬼方，漢之西羌、匈奴、魏晉之五胡，唐之突厥、吐蕃與遼、金、元或入寇邊關，或入主中原，莫不皆肇源於此高原地帶。不惟此也，高原民族西遷，亦有載於史籍。月氏、匈奴、鳥孫，蒙古皆曾西侵，或入印度，或入歐洲。有元一朝，其帝國橫跨歐亞，亦肇源於高原民族之例也。準是以觀，我國邊疆地帶，乃為一退可以守，進可以攻之區域。誠能擁有高原之全部，於境內諸民族善加撫綏，則邊防似可金甌無缺，得居高臨下，主動因應之勢。漢唐元清，史實昭彰，母庸贅述。惟自民國肇造，五族共和，欣然有望，統一團結，亦拭目有期，然曾幾何時，內開軍閥，政爭割裂混亂之局，外成鷹爪黑熊，南北侵掠之勢，以是西藏告警，新疆有變，而外蒙變色，致邊事蜩螗擾攘，莫可終日，困政府於一籌莫展之境，良堪浩歡，習邊防者能不惕勉，有所獻替。
