Abstract:	目前府會存在著一些不正常的現象，最明顯的是莫過於對民主政治中的權能分立，缺乏具體的認識，有些人主張「府會一家」，有些人認為府會應「相互制衡」，不管是「府會一家」抑「相互制衡」，各有其利弊。然我們應瞭解者，議會與政府同屬治權的兩個機構，兩者雖有制衡作用，但由於現代民主憲政的體制是在不斷進步，過去民權運動初期的法制，其主要精神在限制政府的權利，保障人民的充分自由，因此將政府與議會之間的作用發揮到了極致。嗣後，隨著科學的發展，人民經濟生活起了重大變化，社會關係趨於複雜，政府的任務急劇增加，職能日益繁重，民主憲政的體制，已由消極的制衡，轉趨於積極的合作。
