Abstract:	「外部效果之理論與對策」計一冊，共二萬六千字，分五章十一節。本文重點在從理論方面來探討「外部成本」與經濟福利的關係，及其對策的效率性，「外部成本」是負的「外部效果」，與「外部利益」同為「外部效果」理論研討的兩支，其原理相通。第一章導論。第二章予「外部成本」基本界說，並說明「外部成本」破壞市場效率性情形：即使在完全競爭市場下，因「外部成本」的存在，將造成資源的錯誤配置，和破壞生產條件；基於此，人為的干預是必要的。第三章介紹部份均衡分析方法下，學者們對於「租稅補貼」對策，與「民間談判」對策的爭論。理論上，兩者在特定的條件下都可能成立。第四章則嚐試以一般均衡模型來檢討「租稅、補貼」對策的效率性。第五章結論。
