    摘要: 論文提要
    組織是人羣的結合,因此如何引導組織正確運作一直是組織研究者之中心問題。
    早期學者認為效率原則,即以最低成本獲致最大產出是組織運作最高原則。然而隨著組織日趨開放以及時代環境的變遷,如何在效率原則外使組織更能回應內外環境要求,或是取得成長、生存的能力等問題逐漸受到學者重視。這些問題的綜合就是組織效能(Effectiveness)問題。
    效能觀念雖然日漸受到肯定,但效能所指為何?性質為何?學者各根據不同理論背景而產生許多不同界定,連帶的,對於人們判斷某一組織是否具有效能,即效能的評量方法,亦有互異的取向與重心。
    對於行政機關而言,效能雖然呈現上述狀況,但卻仍具有特殊之意義,由於自六0年代開始的一連串新公共行政運動,行政機關不僅被要求符合「廉」的原則,更要具備「能」的潛力,除了不浪費公帑,更要用之所當用。這些都涵蓋在組織效能的研究中。
    本論文基於上述背景,嘗試找出一套適合行政機關組織範圍之校能評量方法。全文共分七章,第一章敘述本文之研究動機、目的、方法與全文架構,並釐清效能與相關名詞的意義。第二章則將學者各種放能概念加以比較,並據以說明效能具有之特性與重要程度。第三章針對行政機關所處之環境,分別自系統運作各面向討論其與效能之關係並在章末提出本文對行政機關之效能定義。第四章自三種途徑分別討論現有之效能評量方式並評論其間優劣。第五章是承接三、四章之討論,審視在行政機關特有環境下進行效能評量可能須考慮的因素,這些因素並在第六章中加以整合,以形成本文嘗試性的理論假定。第七章則對全文作一回顧與展望。
    希望藉由上述對行政機關效能問題完整且連貫的探討,一方面能協助行政機關脫離效能概念混淆的困擾,另一方面亦提供機關更適當、可行之效能評量方式。
