Abstract:	國務院在中共政權中是最高行政機關，無論在行政決策或執行政策上都居關鍵性地位。尤其，自一九七八年實施改革開放政策以來，中共為鞏固改革成效，並配合現代化作為，乃有意實行黨政分開，強化法制建設。此際，黨與政府的角色有意釐清，黨負責政治領導，國家一切具體活動則委諸政府機關執行。國務院為國家最高國家權力機關的執行機關及最高行政機關，它兼具領導全國各級行政機關及推行國家政務等重要職權。因此，國務院在中共現代化政策的進程中，所扮演角色愈來愈重要，儼然成為中共政權的「政治中心」。
