Abstract:	地方自治可謂是民主政治的基礎，而地方自治事業發展之成敗關鍵又繫於地方財政之是否充裕而健全，因此地方財政在民主國家中實扮演極重要的角色。由於在「多層級政府」(Multi-level Government)的組織型態下，中央與地方政府間財政權力的分配，向來極富爭議，而由此衍生的地方財政問題更成為困擾各國政府的主要難題之一，因此我國臺灣地區目前的四級政府體制便不可避免地造成複雜難解的地方財政問題。
