    Abstract: 2012年是政府正式宣佈的「數位元年」。其實過去大家聽了好多次「明年是數位年」,從二十世紀聽到二十一世紀,這回因為政府「終於」要將電視的類比訊號關閉,轉成數位,因此就訊號關閉的角度看來「數位元年」將會成真。但究竟「數位元年」是數位技術的元年?是民眾享受數位內容的元年?還是?本研究將從我國頻譜使用的歷史探討我國電視數位轉換的過去與現在,重點在於:數位轉換究竟是手段抑或是目的? 無線電視數位轉換不單是技術性的問題,實則包含類比頻率回收及再利用(所謂「數位紅利」)、機上盒標準及租稅減免、低收入戶機上盒之補助、數位內容產製、營運模式調整、法規管制架構檢討的通盤產業結構問題,使得這個政策並非只是簡單技術性關掉類比即可。 對現有無線電視業者來說,憂慮一旦類比關閉,數位的明天在哪裡?這「老三台」加上民視、公視的無線電視台,各自有其發展歷史、包袱與對數位電視的不同準備,本研究想瞭解他們是否真的準備好了,碰到的瓶頸為何,如何突破?同時我們的閱聽眾如何得知數位轉換的資訊、遭遇的困難,以及轉換後收視行為的改變。本計畫預計兩年,第一年探究政府、業者的角色,研究方法為文獻檢閱與深度訪談,第二年則探究收視者如何認知數位轉換以及其收視行為的轉變,以量化的問卷調查為主。
    Governments across the world have decided to switch off analogue televisions and to embrace a new era of digital. U.S.A., Japan, Canada all switched their terrestrial television signals to digital while U.K. and some EU countries will turn off analogue signals before the end of 2012. Taiwan government has followed this trend claiming 2012 will be the beginning of Digital Era. It seems that not too many people concern the fundamental question of why digital? If the main reason is for digital dividend, then we might ask what the spectrum management policy of Taiwan is. The purpose of this study is to trace the background of spectrum policy of Taiwan, and investigate the preparation of switchover by the terrestrial televisions. It is assumed that the location of the frequencies and the value of the spectrum shall be openly discussed as an important public policy. Have adopted literature review, historical research methods and in-depth interview, the researcher will collect data on the developments of frequency allocation, switchover policy of Taiwan for the first year, followed by empirical research of the audience for the second year.
