    Abstract: 社會性偷懶係指組織成員在團體中工作要比其單獨做此一工作時,付出更少的努力的一種現象。亦即成員個人會受到團體中其他人的影響而減低其對工作付出的程度。這種現象對團體的績效造成相當程度的影響,學界普遍認為此種現象對組織而言具有負面的效果,並且認為此種現象普遍存在於組織中。許多研究已說明在私部門確實存有社會性偷懶現象,但在公部門卻缺少實證分析的佐證,因此,此一現象究否存在於公部門中,將是本論文所要探討的主題核心。
