    摘要: 近年環境面永續都市或生態都市的概念,受到更多國內外學界與實務界的重視,而高密 度、混合使用成為智慧型成長(Smart Growth)、緊密都市(Compact Cities)、與大眾運輸導 向發展(Transit-oriented Development)的重要實施策略。然而,於環境永續目標下所鼓勵的 高密度住商混合社區,如何兼顧住家、商業需求、並保有生態環境,目前相關都市規劃或設 計準則極少,規劃或設計工具的效率也缺乏理論驗證。又以生態都市為導向的零售業與商業 辦公兩類商業區規劃,亦有上述議題。 基此,本研究計畫的目的有三:(1)彙整可規範街廓尺度的建築量體空間安排的都市規 劃或設計工具;(2)分析垂直型住商混合區、零售業與商業辦公兩類商業區中,各「利害關 係人(Stakeholders)」空間規劃上的考量面向與指標;(3)衡量上述都市規劃或設計工具的 效率。研究方法包括文獻回顧都市規劃與設計工具,住商混合區、零售業與商業辦公兩類商 業區中,各利害關係人的空間規劃考量面向與指標,於模擬分析(Simulation Analysis)中建 立不同社區空間情境,以衡量個別規劃與設計工具的效率,其衡量方法包括斜率與彈性係 數,應用軟體包括Google SketchUp,AutoCAD,ArcGIS 及Excel。主要預期成果為各規 劃或設計工具的效率分析、及較佳的生態住商混合、零售業與商業辦公空間規劃情境。
    To promote for environmentally sustainable or ecological cities, the high-density, mixed-use built environment policy of smart growth, compact cities, and transit-oriented development (TOD) has gained momentum in many countries and cities. In the vertical mixed-use residential areas, the conflicts are likely to exist for simultaneously incorporating retail stores and residential units in the same building, as well as for the promotion of preserving or regaining natural environment. Additionally, the aspects considered in planning/designing mixed-use communities, retail stores, and offices are likely to be different since the stakeholders and their respective concerns over physical built environment may vary. However, little research has revealed what and how land use planning and zoning tools affect built environment in this regard and hence the general urban planners, as opposed to urban designers with design expertise, can apply in practice. The purposes of this research are threefold: to compile an inventory of urban planning/design tools for arranging building mass, to analyze the physical aspects of built environment quality and corresponding indexes required for planning for high-density mixed-use communities, retail stores, and offices areas, respectively, with a common purpose of the promotion of eco-cities, and to examine the impacts of planning/design tools on the physical aspects, as opposed to social and functional aspects. This research will first conduct an in-depth literature review on the urban planning/design tools, and the physical aspects significant for the various stakeholders of the mixed-use, retails stores, and offices areas. Then, to assess the efficiency of planning/design tools, simulation analyses will be conducted in the hypothetical respective high-density urban settings. To evaluate the efficiency of urban planning/design tools, the slope and mid-point elasticity will be adopted. The software packages to be applied include Google SketchUp, AutoCAD, ArcGIS, and Excel. The expected results include the stakeholders’ concerns about planning/designing for the ecological vertical mixed-use communities, offices and retail stores areas, the relative efficiency of planning/design tools and the best scenarios for the above three types of urban zoning.
