    Abstract: 自1990 年代末期起,南韓即開始試圖與其主要貿易伙伴簽訂自由貿易協定(free trade agreement, 簡稱FTA)。2009 年南韓與歐洲聯盟(European Union, 簡稱EU) 完成FTA 的簽署,成為第一個與EU 簽署FTA 的國家。並且,該雙邊FTA 已在今年7 月開始正式生效。由於南韓是我國在全球貿易上的最主要競爭對手,而歐洲聯盟又是我 國與美、日並列的三大出口市場之一以及我國最大的外資來源地區,因此南韓-EU 自由 貿易協定的實施勢將對我國的歐盟出口造成重大衝擊,值得吾人密切觀察與及早因應。 本計劃主旨即在深入探討南韓-EU自由貿易協定及其對我國與歐盟未來FTA談判之 意義。首先將剖析兩方簽署FTA的主要動機、目標、談判策略及其對兩方外交與政經的 意涵;繼而討論南韓-EU自由貿易協定的實施後對兩方內部政經所帶來的衝擊(如雙方 的主要受到負面衝擊的產業與主要受惠的產業,查驗與當初談判時預估可能發展是否一 致)及其對他國與該區域的政經影響;終而論評南韓-EU自由貿易協定對我國的歐盟出 口與經貿互動的影響,提出我國的因應對策以及韓歐FTA對未來我國與EU簽訂FTA談判 的意義。
    Since the late 1990s, South Korea has actively engaged in signing FTAs with its major trading partners. In 2009, South Korea inked FTA with the European Union (EU) and has become the first Asian country that the EU has FTA. The bilateral FTA was then put into force in July this year. Given that South Korea is our country’s arch rival in the global trade, the EU along with the U.S. and Japan is one of our three largest export markets and our largest source of inbound foreign direct investment, South Korea-EU FTA and its implementation would definitely pose a major threat to our exports to EU. As a result, there is a necessity for us to watch the FTA closely and to respond accordingly as soon as possible. The main purpose of this research project is to explore South Korea-EU free trade agreement (FTA) and its implications for our future FTA negotiations with the EU. It begins with analyzing motivations, goals, negotiating strategies of both sides and the political and economic implications for each other’s foreign relations, then followed by examining the political and economic impacts on each other in the wake of the enforcement of South Korea-EU FTA (such as what are those sectors which have benefited most from the FTA, what are those sectors which have suffered most on both sides as well as verifying if those predicted impacts before negotiations are correct or not, if not, what are reasons behind) as well as their political and economic implications for neighboring countries and competitors, lastly assessing the impacts on our exports to the EU and our economic interactions with the EU as well as our possible coping strategy toward the FTA and implications for our future FTA negotiations with the EU.
