    Abstract: 「一個組織的文化是其成員習慣的總和,簡單的說,就是『我們這兒辦事的方法』」。而在文官體系內,警察組織之任免、升遷、教育均自成一個獨立自給自足的封閉體系,但對外而言它則表現出全面性、直接性、專業性、經常性、獨佔性、管制性、非志願性的開放性組織體系的特徵。故其組織成員在對內和對外表現出兩種不同的組織現象,許多警察特有的文化乃因而產生,令筆者產生研究興趣,所以選擇警察組織中機構數量最多,且最具代表性的派出所主管,以其在組織內的行為特質做為研究的重點。
