Title:	臺灣省政府與縣市政府地方自治權限爭議之研究－「民主縣市長聯盟」抗爭個案之分析

Abstract:	一、本研究之問題背景為臺灣省地方自治。該地方自治之實施，係以孫中山先生民權主義為理論依據;孫中山先生云:地方自治者，國之礎石也。英儒布萊斯亦云:地方自治乃最佳之民主學校。因此，地方自治成效之良窳，關係國家政治發展。臺灣省實施地方自治為何在本屆縣市長就任後，爭議不斷，為本研究主要論題。
