    Abstract: 國內規章之規範工作在服務貿易總協定第六條第四項即表明須加以進行，且此類貿易障礙確有處理之必要。本論文鑑於規範國內規章之必要性以及談判上之困難，擬探討服務貿易總協定第六條第四項就資格要件、程序、技術標準與核照條件等措施擬定必要規範之可行性。
