    Abstract: 區域全面經濟夥伴協定於談判架構書中揭示以《東協憲章》所提之「中心性」為基調,展現東協發展一致對外經貿政策、主導區域建制之戰略企圖,已超越位居五個「東協加1」自由貿易協定軸心的結構性意義。個別成員國讓渡談判自主性的政治意願立基於區域全面經濟夥伴協定與東協經濟共同體的「全球東協」、縮小經濟差異性兩大目標相符。然而,美國主導的跨太平洋夥伴協定或中國大陸背書的亞太自由貿易區,正考驗著東協內向凝聚性,及其在區域構築中的建制「中介中心」地位。
    Although ASEAN is at the hub of the spoke-and-hub “ASEAN plus One” FTA structure, the autonomy of the members in negotiations has led to 5 FTAs with diverse schedules for liberalization and differing content. Being a structural core does not seem to empower ASEAN to drive regional economic integration. The notion of “Centrality”, which is formally addressed in the ASEAN Charter, is at the base of the RCEP process. This refers not only to ASEAN’s being a structural core, but also to its strategic ambitions of developing an unified outward policy and leading in regional economic institutional building. RCEP’s link to Global ASEAN and its shared mandate of narrowing economic disparities with the ASEAN Economic Community are the foundation to consolidate ASEAN unity through the RCEP process. Nevertheless, participation of individual ASEAN and RCEP members in the China-endorsed FTAAP and US-led TPP processes have challenged both ASEAN coherence and ASEAN’s “betweeness centrality” in regional economic architecture.
