    摘要: 本研究應用子計畫一及子計畫二所建立的低碳能源及關鍵群體知識庫，以及學習模 組，透過公民參與機制，建立學習的互動平台，除了推廣低碳能源知識，提升公民低 碳能源知識素養，也能經由關鍵群體間建立於知識基礎之上的對話，化解爭議，建立 低碳能源政策共識，提高決策品質，並利於政策推動
    This project applies the knowledge banks of low carbon energy and key groups and learning modules which are to be built by the other two projects. Specifically, the researchers in this project use the knowledge bank as a base for citizen participation mechanism aiming to construct an informed discussion platform among key social groups for consensus building regarding key policy issues. By doing so, the goal of this project is to increase participants’ low carbon energy literacy, to resolve conflict, to improve decision quality and to eventually to enhance the implementation of key public policy.
