    Title: 影響高鐵旅次使用之交通政策因子中期分析 --高鐵車站區位可及性、地區交通系統面向

    Abstract: 近年來,高鐵的使用情形為許多已興建或尚在評估是否興建高鐵的國家之重要議題之一,尤其對於政府及投資、營運者而言,高鐵之使用情形可能影響高鐵之營運狀況。另外針對影響高鐵使用情形之可能因素,過去研究指出高鐵使用情形可能受到其他交通運輸系統、乘客之個人與家戶社會經濟背景、旅次性質、及高鐵車站之區位等因素影響。其中地方運輸系統及高鐵車站區位之相關內容著墨較少,且由於臺灣高鐵至今已營運八年,可作為研究高鐵使用情形之機會,故本研究針對高鐵車站區位可及性及地方接駁型運輸系統發展情形,對於高鐵之使用情形是否造成影響進行分析。高鐵車站區位可及性代表旅次起訖點與高鐵車站之間的距離,另一方面,地方接駁型運輸系統發展情形是指地區內之運輸系統之特性、接駁型運輸系統之發展情形,包含捷運系統、公車系統、鐵路系統等。本研究針對前述兩者,對於是否影響高鐵作為旅次主要運具為研究目的。
    本研究透過於臺灣高鐵車站進行問卷調查,取得高鐵旅次之相關資料,並配合其他交通運輸系統之相關資料,分析可能影響高鐵作為旅次主要運具之因素。其中,主要針對高鐵車站區位可及性及地方接駁型運輸系統特性,對於高鐵作為旅次主要運具之選擇進行分析。高鐵車站區位可及性之相關變數包含旅次端點與高鐵車站之距離、旅行時間等;地方接駁型運輸系統之相關變數則包括捷運系統、行經高鐵車站之公車與快捷公車系統、鐵路系統等之特性;另外,亦針對乘客社會經濟背景之相關變數進行分析,例如年齡、性別、所得、私有運具擁有程度等。本研究是以多階層模式之二元羅吉斯模型作為分析方法,針對高鐵車站區位可急性及地方接駁型運輸系統,對於乘客選擇以高鐵作為旅次主要運具是否具有影響進行分析。
    實證分析結果顯示,高鐵車站可及性越高者,旅次中選擇使用高鐵之可能性越大;地方運輸系統發展良好,則乘客選擇以高鐵作為旅次主要運具之機率越大。此外,由於不同空間尺度以及旅次端點特性之影響,對於地方接駁運輸系統之於高鐵作為主要運具之選擇亦可能造成影響。
    High-Speed Rail (HSR) are currently operative in 14 countries throughout the world, and there are still many countries evaluating whether to construct it or not. One of the issues they considered is the attractiveness of HSR to travelers. Previous research has indicated that other travel modes, such as railway or planes, might have influence on travelers’ choices of whether to choose HSR as the main travel mode. Moreover, it is said that the social and economics background of HSR passengers, trip characteristic, and the characteristic of HSR will also influence HSR trips. The purpose of this study is to analyse the impact of the location of HSR station and local transportation on the mode choice of HSR. To examine the related effects on the mode choice of HSR, we applied a Hierarchical Linear Model (HLM) to analyse the affect of the location of HSR station and local transportation. In addition, the main data of this study is from the survey we collected at eight HSR stations during August 11th to 17th in 2014. The survey is mainly about the trip characteristic of the passengers of HSR, including the trip origins and destinations in detail, the choice of the access and egress mode and also their time consuming, and other characteristic of the HSR trips.
    The results indicate that the location of HSR station will influence the passengers of HSR on the main travel mode choice. And suggest that as HSR stations locate in the city, the higher possibility will the passengers choose HSR as the main travel mode .In other words, the accessibility to the HSR stations will have an impact on the mode choice of HSR. Futhermore, on the circumstances of different spatial scale, as long as the development of the local transportation is better, there might be higher possibility that passengers will choose HSR as the main travel mode.
