    摘要: Suddenly, Haiti earthquake happened on 12th January 2010, and was catastrophic magnitude 7.0 Mw one; having said that, its scale of power is as well as 16 atomic bombs. Many people wounded and died, and the Haitian government was suspended from function, but its authority is transferred to US troop. Not only US government send rescue team and food supply to Haiti, as well as do EU member states. EU had established Rapid Reaction Mechanism to tackle about unpredictable and sudden crises from 2001 to 2006, and has continued the same mechanism to broaden and improve the previous crisis management. According to Regulation (EC) No 1717/2006, EUropean Union has established an Instrument for Stability (If) to tackle various and complex conflict or crisis all over the world. IfS is divided into a short- and a long-term component, its aims are twofold: fist of all, it aims in a situation of crisis or emerging crisis, to contribute to stability by providing an effective response to help preserve, establish or re-establish the conditions essential to the proper implementation of the community`s development and cooperation policies.Secondly, it aims in the context of stable conditions for the implementation of Community cooperation policies in partner countries, and to help build the capacity to address specific global and trans-regional threats having a destabilising effect, such as proliferation of weapons of mass destruction and trafficking, terrorism and organised crime. The short-term component of IfS is a rapid and flexible tool to prevent conflict, and it focuses on situations of urgency, crisis and emerging crisis, which threatens democracy, law and order, human rights and fundamental freedoms, the security and safety of individuals, etc. In the aftermath of crisis and in the end of short-term mission of IfS, the long-term component of IfS will be launched in the following step.
