    Abstract: 對"劉易斯轉折點"問題的討論,應該超越人口學意義上的勞動力供給考察,而更關注中國勞動力供給的制度潛力,特別是戶籍制度改革可能帶來的勞動力供給潛力。時至今日,戶籍改革本質上是一個與城市化機制相伴的公共服務問題,涉及勞動力、土地、財稅管理體制的相互聯系。以集體建設用地入市為核心的土地改革和配套財稅體制改革,有助于推動戶籍改革,對中國應對勞動力短缺具有重要意義:從短期看可緩解勞動力短缺,從中長期看將有助于中國提升勞動力技能,最終推動產業結構升級和國際競爭力提高。這樣的改革也是可行的:以城中村改造模式創新進行的增量改革不僅有助于流動人口永久定居,還有助于地方財政、城市化乃至整個發展模式的轉型。
