    Abstract: 綜整過去四年美國亞太政策輸出面資料,初步得以看出美國在重返亞洲的戰略框架 下,重視區域多邊途徑,因而提升了東協在歐巴馬政府亞太戰略的地位,並強化了美國 與東協的實質關係。而在政策輸入端,歐巴馬第一個任期內,政策研究社群對東協的研 究,在質與量兩方面都有大幅進展,對東協在美國亞太戰略中的地位也給予較多的重 視,此一發展是否意味著政策社群對東協認知有所轉變?而這些認知轉變與政策輸出是 否有關?本案的研究目的即在透過智庫蹲點的深度訪談,歸納綜整訪談結果,並與政策 產出交叉分析,探究其相關性。
    In the past four years, under the strategic framework of “return to Asia”, the Obama administration paid more attention to regional multilateral approaches than the Bush administration. The policy outputs showed the imperative of ASEAN and the enhancement of U.S.-ASEAN relationship. Meanwhile, at the end of policy inputs, research outcomes of major think tanks seemed to be in line with U.S. new approaches. The objective of this research is to explore perceptions of American elites (in policy communities) on ASEAN and their impact on defining ASEAN’s position in the US Asia-Pacific Strategy.
