    摘要: 2010 年 12 月新北市、台中市、台南市和高雄市政府採取縣市合併方式改制為直轄市政 府，連同原有台北市政府，臺灣變成有五個直轄市政府，新制迄今已實施兩年。新直轄市政 府原自治團體鄉鎮市公所改為行政機關的區公所。然而，新的直轄市政府經營和治理能力與 績效是否因改制而有更好的改善，市政府是否更有能力提供居民更便利與更有效能地的公共 服務？如果沒有，重要的問題為何？本研究主要論點是認為直轄市政府整個組織和服務體系 的良善設計，乃是影響直轄市行政治理能力的重要因素。兩年來，幾乎所有直轄市政府所做 的就是，市政府本身的局處數量擴張設計，以及就地維持區公所，同時將職權和預算更集中 於市政府本身，並未真正進一步仔細思考市政府應該採用怎樣的行政組織設計模式，更能夠 符合組織分化與整合的需求，並且讓便利服務民眾成為優先的行政治理能力目標之一。因此 本研究將藉用行政組織設計的基本理論概念，研究三個問題：一則檢視五個直轄市政府目前 行政體系設計的狀況，二則分析現行制度對於治理績效的影響，三則提供改善方案的規劃和 評估。
    Four newly municipal governments have been established since Dec., 2010. Now, Taiwan has totally five, including New Taipei City, Taipei, Taichung, Tainan and Kaohsiung City。A dramatic organization change is abolishing the original grass-root local governments and instead to transform into the district office of City Government. Does such change improve public service quality more efficiently and more timely, and strengthen better governing capacity? These must be central challenges all municipal governments need to face in the coming years. This research argues that reorganizing government systems and structures is one of the key pillars to achieve those democratic governance goals. Unfortunately, the structure issue has not been seriously taken into consideration by all governments. This research will rely on structure design theory of public organizations to examine mainly three areas of questions. One is to investigate the current organization system of each government, from its City Government to District Offices. The second is to understand how the current system is evaluated based on its service delivery capacity from the eyes of local residents. The third is to propose and evaluate the possible alternative structure design for municipal government which shall be different from those of Taipei City Government.
