    Abstract: 冷戰甫結束之初,有許多學者預言美國的聯盟體系即將瓦解。然而,美國在冷戰後仍然採取聯盟戰略,在其國家戰略中並未忽視盟國的重要性。主要原因在於:一、維持權力優勢,牽制盟國;二、因應多元複雜全球局勢;三、民主國家易於相互聯盟合作;四、塑造國際行動之合法性與正當性。即使面臨若干區域強權興起,美國仍然維持霸權領導的聯盟體系運作,一方面可降低被聯合制衡的風險,另一方面則可繼續維護自身的優勢地位。
    In the aftermath of the Cold War, many scholars predicted that American alliance system would collapse. However, as the only one of hegemony in the Post-Cold War era, the U.S. continued to adopt the strategy of alliances and pay much attention to the allies in its national strategy. This article concludes some main concerns from the U.S. side. The first is to maintain America`s primacy and bind its allies. The second is to cope with the complex situations in the global politics. The third is that democracies tend to develop good cooperation and make alliances with each other. The last is to shape the legitimacy and legality of its international operations. Even facing the rise of other powers, the U.S. still maintains its alliance system of hegemonic leadership. The strategy can prevent the U.S. itself from being controlled and keep its dominance.
